Paul Jarman-Williams
Lawyer & Managing Partner
Paul trained and qualified as a corporate lawyer with leading Scottish firm Burness (now Burness Paull), then spent several years at pre-eminent M&A/Corporate Finance firm Dickson Minto. That gave Paul extensive experience of a variety of deals from fundraising, investments, acquisitions and disposals along with all the usual commercial contracts, share options and other matters that go with the territory. His clients ranged from start ups and SMEs to investment funds, private equity backed portfolio companies and public companies.
A year as Director of Operations at IP renewals company Envoy International fuelled Paul's love of working with SMEs, and ultimately he left Dickson Minto to run Michael Welch OBE's family office The Welch Group (having acted for him on the sale of blackcircles.com to Michelin). Paul looks after all of Mike's business affairs, whether that be equity investments, property interests or taking positions at Board/operational level in his portfolio companies. Significant positions from this role have included with www.tirescanner.com, a US D2C online tyre retailer that was then merged with www.tirebuyer.com in 2021, and Atterley.com (which was a fashion marketplace).
Paul established Full Circle Partners in 2017, in order to work with a select group of third parties to provide his expertise and to share opportunities.
Michael Welch OBE

As the President and CEO of Tirebuyer.com, Mike leads one of America's largest online tire retailers with over 11,000 installers across the USA. Starting out as a tire installer at 16, Mike has over 25 years experience in ecommerce and the tire industry, having founded and sold three successful companies (Motorforce, Blackcircles.com and Tirescanner.com) to Kwik-Fit, Michelin and American Tire Distributors respectively. Mike is also the founder of Treadsy.com, a B2B2C platform for retail in the online tire space.
Mike is passionate about creating innovative and customer-centric solutions that positively and profitably disrupt and provide convenience, choice, and value for partners and consumers. He is also committed to giving back to the community - establishing The Welch Trust in 2015 as a grant giving charity supporting causes that are close to his family's heart, such as adoption, fostering (as an adopted person himself), and children's health & education. Mike was honoured to have received an OBE from HRH Queen Elizabeth for his services to business and charitable services, as well as an honorary Doctor of Enterprise from Edinburgh's Napier University and the Henry Duncan Medal for Business Leadership. Mike is a trustee and board member for The Prince's Trust USA and the Dave Thomas Foundation for Adoption, two organizations that empower young people and help them achieve their potential.
